Abstract: Learning and Development (L&D) has become an important strategic approach for organizations seeking to strengthen employee skills and maintain effectiveness in changing workplace environments. This paper examines the role of Learning and Development as a strategic tool for employee skill development, with particular attention to employee competencies, workplace performance, productivity, engagement, and adaptability. The study discusses the evolution of L&D from traditional training towards continuous learning, mentoring, coaching, workplace learning, digital learning, and personalized development. It also examines theoretical perspectives including Human Capital Theory, Social Learning Theory, and Adult Learning Theory, which explain how employees acquire and apply knowledge and skills. The paper highlights the importance of structured training and development programmes, soft-skills development, e-learning, virtual training, artificial intelligence, and technology-supported learning in addressing changing competency requirements. The discussion further emphasizes that effective L&D depends on organizational support, managerial encouragement, adequate resources, feedback, relevant training content, and opportunities to apply newly acquired skills in the workplace. Overall, the paper indicates that strategically aligned L&D can strengthen employee capabilities, improve performance and productivity, encourage engagement, support career development, and help organizations build an adaptable workforce capable of responding to technological and organizational changes.
